Need to improve Start Menu & Registry handling

Description

The current installer and uninstaller do not handle the Start Menu and registry consistently. Vista's UAC imposes some limitations which are not fully taken into account.

Symptoms of these problems include Start Menu shortcuts being left behind after an uninstall, and problems when the installer or uninstaller try to shutdown POPFile.

setup-test-4.exe fixes the Start Menu problems and several of the uninstall problems. There are still some registry-related problems to be fixed.

A newer installer is now available (setup-test-5.exe).
